Multi-Domain Operations (MDO) concept has an inherent dynamic complexity dealing with the interactions rather than the number of domains and agents in it. Dynamic complexity focuses on interrelations rather than linear cause and effect chains and behavioral changes rather than snapshots. Understanding and managing MDO being a dynamic complex phenomenon has many uncertainties and challenges. Despite of this uncertainty, the focal point should mostly be about measurement of capacity. The capacity to be measured is the resilience capacity residing in NATO terminology as resilience through civil preparedness
The concept of resilience has been defined in numerous forms and exclusively studied in natural disaster domains. For instance; The United Nations defines resilience as “the ability of a system, community or society exposed to hazards to resist, absorb, accommodate to and recover from the effects of a hazard in a timely and efficient manner, including the preservation and restoration of its essential basic structures and functions.” Although expressed by different terminologies, “resist”, “recover”, “adapt”, and “transform” can generally be considered as the main columns of the resilience concept.
