The aim of this paper is to aid policy- and strategic-level decision-makers to ensure that their respective cyber policies, management-structures and management-processes are focused on enabling datadriven and timely decisions when faced with cyber incidents. Additionally, the paper seeks to show that by strengthening national efforts in this regard, cooperation between like-minded states may be enhanced.
The scope of the paper is to portray possible means of designing enhanced management processes for DCO. The target audience is decision-makers who may not already have an in-depth knowledge of the cyber domain
