Paradigm Shift Reassessing the raison d’être of Command and Control (Luft Pigeon)

To better cope with an increasingly complex and uncertain operating environment, this paper proposes an alternative, holistic perspective of Command and Control (C2) which focuses less on definitions (the trees) and more on the role C2 plays in enabling coherent, collective actions (the forest).
