The aim of this document is to report on the analysis and assessment of Steadfast Cobalt 2012 (SFCT12) capabilities compliance with the NNEC Criteria. The assessment will be used to:
(a) obtain an objective idea on how SFCE can better support NNEC development and implementation into future missions and exercises where NATO might participate;
(b) derive a number of recommendations for SFCT exercise series on how to increase coverage of and convergence to NNEC requirements (as expressed in the criteria), towards better achievement of information and service sharing, and;
(c) re-validate the adequacy of the current edition of the NNEC criteria, ensuring that it remains objective, quantifiable and understandable, and improving it when required.
The scope of this document comprises the capabilities (as a whole) deployed to SFCT12, along with the processes, information and policies/doctrine used for their operation, and the recommendations derived from the NNEC Criteria Draft 2.3.
It was noted as constraint that SFCT 2012 is essentially a CIS (assets) interoperability exercise, and that consequently the assessment will look predominantly at operational and technical aspects, while the coverage of cognitive elements of NNEC will have to be left for other types of venues.
