New Systemic Approach for OPSA (Morkaya)
This paper proposes a new and systemic approach to the role of Operations Assessment (OPSA) as a forward-looking means of informing decision-making, which is an integral part of Multi Domain Operations Command and Control functions (MDC2). Specifically, this study explores the cognitive dimension of MDO beyond its physical and virtual dimensions. This approach subsequently incorporates four cognitive-level functions in a new approach that will be discussed in detail. These functions are: Classify, Examine, Verify, and Compose (CEV&C), hereafter referred to in the paper as CEV&C or as ‘Cognitive Formulation.’ These will be investigated against the key principles of MDO as acknowledged in the Alliance.
The most critical achievement of the new systemic approach is the fact that it presents a unique novelty to the pre-existing OPSA process so that it can embrace the MDO vision and recognize the importance of the agreed MDO principles. Finally, this study demonstrates an advantage for military relevance focusing on Commander Critical Information Requirements (CCIR) as a creator of the futuristic mindset of OPSA. Thus, the new systemic approach not only promotes OPSA to be properly reflected in the commander decision-making cycle but also simplifies the seemingly complex process of OPSA in the context of MDO.
