NATO C2COE staff has been involved in processing assessments since the centre was established in 2007. Especially the first 4 years were characterized by conducting NATO Network Enabled Capabilities (NNEC) assessments for operational level Headquarters during exercises and deployment on behalf of Allied Command Transformation. The aim of this Assessment Handbook is to provide direction & guidance to the individuals working in the NATO C2COE on how to conduct assessment planning and execution. The content is based on the experience gained by C2COE personal during previous assessments, the NATO Assessment Handbook and other official publications related to this subject.
Newcomers and unexperienced staff members get an idea what an assessment is about and how to conduct one. However, newcomers and untrained staff are strongly recommended to study the references mentioned in this Handbook. For those who are already experienced in conducting assessments the Handbook is a common thread or checklist. This assessment is a living document. Based on experiences out of future assessments, it has to be permanently adjusted.
The Operational Assessment Branch is responsible for the maintenance of this Handbook and is willing to receive lessons and comments from assessments that can be used to improve the guidance offered herein.

The Command and Control Centre of Excellence (NATO C2COE) was established in 2007 on the initiative of the Netherlands to create a group of Command and Control (C2) Subject Matter Experts supporting the transformation activities of Supreme Allied Commander Transformation (SACT) and of the Sponsoring Nations of the NATO C2COE (Belgium, Germany, The Netherlands, Norway, Slovakia, Spain, Türkiye and the USA; Estonia joined as latest member in 2013). We support NATO, nations and international institutions/ organisations with subject matter expertise on Command & Control.
