Lt. Gen David Julazadeh (Deputy Chief of Staff, Capability Development, NATO’s Allied Command Transformation (ACT)) opened our C2 Seminar with a keynote speech addressing the topic of MDO and the specific C2 challenges faced by the alliance.
He emphasized the importance of a common understanding of MDO within the alliance and shared ideas on leadership and control. He outlined goals for the alliance that must be pursued, stating that the alliance should be capable of connecting platforms, people, and processes seamlessly from the strategic to the tactical levels. The alliance should be able to solve strategic dilemmas, create operational effects, and apply tactics. The focus should be on ensuring that all the conditions are met to think, plan, and act quickly across all domains, thereby improving alliance effectiveness and interoperability.
