Dual-hatted command is not new in NATO. LANDCOM is now a three-star command, level with the multi-corps land component and the subordinate corps. For a dual-hatted commander, who holds national and Alliance demands at once, trust now carries the weight rank used to carry. Authority can be assigned. Trust has to be built.
