This shortread introduces the Sovereign Cyber Effects Provided Voluntarily by Allies (SCEPVA) mechanism is NATO’s current pragmatic framework for integrating offensive Cyber effects into Alliance operations and missions without transferring direct Cyber capabilities, forces, or command authority to a NATO commander. Through SCEPVA, individual sovereign Allies may, on a voluntary and case-by-case basis, provide Cyber effects requested by a NATO commander, while retaining full national control over the planning and execution of the operation leading towards a desired effect.
SCEPVA represents not a doctrinal or design flaw when it comes to Command and Control, but an adaptive response to the realities of sovereign Cyber capabilities within a Multi-Domain and Cross-Domain Command environment.
