As the Netherlands hosts the NATO Summit in The Hague this June, one of the focal points is on scaling up the civil-military cooperation in cyber defense. Military cyber operations need clear rules of engagement and strong situational awareness. Collaboration with civilians is essential but challenging, given the differences between hierarchical military structures and the diverse, sometimes reluctant, civilian stakeholders.
