The case for C2 capability lifecycle governance: Strengthening NATO's Command and Control

In the December 2024 issue of Joint Warfare Centre's Three Swords Magazine, Major Ralph Dekker (NLD AF) of the NATO Command and Control Centre of Excellence explores and reviews C2 capability lifecycle governance.

"C2 governance requires balancing multiple valid perspectives on C2, which can be challenging for disparate organizations to achieve. Therefore, we need an agreement on what C2 is and how best to govern it. C2 capability lifecycle governance must also promote continuous evaluation. Mechanisms should be in place to regularly assess C2 effectiveness and adapt as needed."

The key to success lies in continuous adaptation, the integration of new technologies and ideas, and a commitment to overcoming traditional service-specific mindsets.
