A framework for Leadership Development in Cross-Domain Command

Future conflicts will demand leaders who can think beyond traditional military domains and make decisions in complex, fast-changing environments. Training based only on procedures and predefined solutions is no longer enough. Officers must develop critical thinking, systems thinking, and the ability to integrate perspectives across domains while working with both military and civilian partners.

This means bringing training and education closer together. By combining practical military experience with academic learning and realistic scenarios, military academies can better prepare future leaders to adapt, collaborate, and command under uncertainty.

This document elaborates on the proposed seven education and training pillars, which function as practical enablers of the four Command Imperatives within the CDC framework.
