From Capacity to Capability – Governing Multi-Actor SATCOM for Resilient NATO C2

Military operations increasingly depend on communications that connect dispersed forces and support timely information exchange. Allied, EU-enabled and commercial satellite communications (SATCOM) broaden the available resources, while governments, programme authorities and providers retain decisions about access, investment and integration.

This article examines how NATO and participating organisations can govern these interdependencies so that available resources become usable options for resilient C2. It sets out the technical, institutional and operational conditions for readiness. It also argues for three things: coordinating preparation across organisations, assessing readiness for specified tasks and testing alternatives through PACE planning.
