ICCRTS2024 - From Concept to Capability in the NATO's C2 of Multi-Domain Operations: History, Evolution and Challenges
We recently added a video recording of the presentation of the paper “From Concept to Capability in the NATO's C2 of Multi-Domain Operations: History, Evolution and Challenges” to our library.
This paper was presented by NATO C2COE Staff Oficer MAJ Ralph Dekker (NLD AF) at the 29th International Command and Control Research & Technology Symposium (ICCRTS), held in London from September 24–26, 2024. Authored by experts from multiple nations, the paper explores principles for C2 capability governance in the context of NATO operations.
In his presentation, MAJ Ralph Dekker analyzes the historical evolution of NATO’s command and control (C2) capabilities, with a focus on the mechanisms that have driven these changes and the challenges NATO has faced in maturing its Multi-Domain Operations (MDO) and Strategic-Scale Integration (SSI) within doctrine and processes. By examining these issues, MAJ Dekker’s study provides a valuable case for C2 capability governance, contributing to the efforts of NATO-RTG-HFM-342.

This year’s ICCRTS theme, Overcoming Barriers to Future C2, is designed to stimulate papers, presentations, and discussions that focus on what is required to realize C2 concepts and related technologies that will advance the state of the art and practice of C2 in the near and mid-term future. This theme builds upon discussions from the 28th ICCRTS, which focused on the Drivers of Future C2. The Research Task Group (RTG) 342, which includes Maj Ralph Dekker from NATO C2COE as part of the writing team, presented three papers: “From Concept to Capability in NATO’s C2 of Multi-Domain Operations: History, Evolution”, and “Challenges, Exploring Guiding Principles for C2 Capability Governance”, and “What is C2 Capability Life Cycle Governance?” RTG HFM-342 operates within NATO’s Human Factors and Medicine (HFM) Panel Program of Work. Its objective is to provide guidance to NATO and its partners to enhance C2 capabilities from a lifecycle perspective. Endorsed by four nations and one NATO Centre of Excellence (UK – DSTL, SWE – FOI, CAN – DRDC, AUS – DST Group, and NATO C2COE), the RTG-342 has been active since March 2021.
