NATO Maritime Deployable C2 Capability

The Command and Control Centre of Excellence (C2COE) will be providing expertise to Supreme Headquarters Allied Powers Europe (SHAPE) and NATO Allied Maritime Command (MARCOM) to identify and provide recommendations for development of the NATO Joint Maritime Deployable C2 Capability. This concept was proven in 2012 during operation Moving Star when Naval Striking and Support Forces NATO (STRIKFORNATO) embarked the USS Mount Whitney.


STRIKFORNATO deployed with only 5 days notice to an Afloat Command Platform – a command ship equipped with all the means to support the headquarters.
The C2COE, supporting SHAPE and MARCOM, will study the feasibility of utilizing platforms (LPDs, LPHs, and STUFT) other than a Command Ship such as the USS Mount Whitney as an Afloat Command Platform. We will examine the effectiveness of possible C2 structures and processes a commander can expect while conducting operations from sea. We will ensure proper knowledge and information management principles are applied to guarantee operational commanders have the best information to make informed decisions. We will also examine how human factors effect a commander’s ability to lead and direct forces while deployed at sea. Joint Command and Control imitations and constraints/restraints of each of the platforms will be evaluated, as well as, compatibility with other NATO Joint deployable C2 platforms taking into account the Federated Mission Network (FMN), Joint Intelligence, Surveillance, and Reconnaissance (JISR), and other C2 developing concepts.
The C2COE will also examine the role of an Afloat Command Platform while deployed in a Joint Headquarters capacity. The C2COE will examine the implications of the Maritime Domain becoming the principal provider of air assets and the effect if the Maritime Analysis and Operations Centre (MAOC) functions as the Joint Force Air Component (JFAC) providing overall C2 for air operations.
The goal of this project will be to provide guidance applicable to the Joint Force Command level.
