PART II – DUTIES
A. Post Context:
1. The Vision of the NATO C2COE is to be a principal source of expertise focusing on specific areas in the domain of Command and Control (C2) in
order to best support the Transformation of NATO.
2. The NATO C2COE focusses on the Operational Level and the interconnections to higher and lower levels, with the areas C2 processes and
procedures, information and knowledge management, human factors including leadership.
3. The NATO C2COE will also have a strong orientation on lessons learned, interoperability issues and joint experimentations. Consequently the
manning of the NATO C2COE will be comprised of a balanced mix of all disciplines involved in C2-processes.
4. The NATO C2COE consists, besides the Director and Deputy Director, of 5 branches. A Support Staff/Control/Security branch, an Operational
Assessment branch, an Analysis & Concepts branch, an Expertise Management branch and an Education & Training branch.
5. The incumbent works within the Education & Training Branch.
B. Reports to:
The Directorate in general and to the Deputy Director specific.
C. Principal Duties:

Responsible for the Education & Training Branch.
His specific responsibilities include:
1. Coordinating with other branches.
2. Coordinating branch activities.
3. Act as the Department Head during DH related events.
4. Liaison with ACT, ACO, NSO and other communities of interest on E&T related subjects.
5. Ensuring the output of the personnel assigned to the Education & Training Branch meets timelines and quality standards of the NATO C2COE.
6. Ensuring the personnel assigned to the Education & Training Branch adhere to NATO and NATO C2COE Directives and Procedures.
7. Non-national related personnel processes for the personnel assigned to the Education & Training Branch.
8. Is a member of the NATO C2COE Management Team

D. Additional Duties:
1. The incumbent may be required to perform other related duties and contribute to projects as required.
2. Personnel assigned to the NATO C2COE Education & Training Branch will be frequently deployed (has to travel) for shorter periods in order to
assess C2 related matters.

PART III – QUALIFICATIONS
A. Essential qualifications.
1. Professional/Experience.
a. Experience in C2 and E&T aspects gained during national/international combined/joint operations and/or training/exercises.
b. Experience in staff co-ordination either National or International.
c. Ability to produce clear and concise written staff work.
2. Education/Training.
a. Graduate of National Staff / War College or equivalent.
3. Security Clearance.
a. NATO Secret. Must be security cleared before arrival.
4. Language (Speaking, Listening, Reading, Writing).
a. English SLP 3333.
5. Standard Automated Data Processing (ADP) knowledge.
a. Word Processing: Working knowledge
b. Spreadsheet: Working knowledge
c. Graphics Presentation: Working knowledge
d. Share-Point: Working Knowledge
e. Database: Working knowledge

B. Desirable qualifications
1. Professional/Experience.
a. Staff officer experience preferable in a joint operational headquarters.
b. Experience in planning joint operations.
c. Awareness of NATO training/exercise procedures and doctrines.

The Staff Officer (SO) E&T develops and amends new C2 courses, modules, lectures and or case studies. He/she organizes, prepares, executes and
evaluates courses, practical applications and lectures. He/ she acts as E&T’s representative and coordinator within NATO C2COE’s continuous
development process. He/ she acts also as Senior Instructor of lectures conducted at the NATO C2COE or in support of other ETF’s.

B. Reports to:
The Branch Head Education & Training.
C. Principal Duties:
Responsible for the quality of course material and the NATO C2COE’s teaching activities.
1. Conceptually develops, creates, updates, amends and new lectures, case studies, modules.
2. Represents and coordinates E&T activity with regard to the NATO C2COE development processes.
3. Leads, organizes, prepares, executes and evaluates courses and lectures when required.
4. Advises regarding C2 training & education opportunities.
5. Applies modern education methods to NATO C2COE course materials.
D. Additional Duties:
1. As tasked by Branch Head Education & Training
2. Personnel assigned to the NATO C2COE Education & Training Branch will be frequently deployed (has to travel) for shorter periods in order to
assess C2 related matters.

b. Experience as a trainer/educator
c. Experience in training, education development
2. Education/ Training.
a. NATO Comprehensive Operations Planning Course (COPC) (S5-43)
b. Training Analysis, Design, Development (ADD) Course (M7-49)
c. NATO e-learning Instructional Design and Development Course (M7-126)
3. Security Clearance.
a. NATO SECRET. National authorities are asked to ensure that Security Clearance is provided before the arrival of the individual.
4. Language (Listening, Speaking, Reading, Writing)
Mandatory: English
